Robert D. Orr's proposal to link accreditation of Indiana schools to student scores on competency tests has run into opposition, in a House committee. The House Education Committee agreed Tuesday to draft its own accreditation proposal, using test scores as a less important factor than Orr. has recommended. Committee Chairman Philip' T.

The 12-member committee, which has heard 16 hours of public testimony on the bill, began its deliberations on the bill in a twohour session Tuesday. Warner said the panel will meet again today and Thursday. The Orr-Evans proposal to install an outcome-based school accreditation system tied to several performance indicators, including scores on the Indiana Statewide Testing for Educational Progress, drew criticism from Republican and Democratic committee members. "It seems to me that accredita: tion based on ISTEP is a compiete washout," said Rep. Ray Richardson, R-Greenfield.

He said competency test scores could be taken into account in an accreditation process, but other -factors such as the socioeconomic characteristics of a school population should also be considered. Richardson and Rep. Stanley G. Jones, D- West Lafayette, they did not want ISTEP scores and other measurable factors plugged into a formula that would mechanically determine whether a school should be accredited. The panel agreed with.

Jones' recommendations that an alternative accreditation scheme be established. That plan would use an outside team to evaluate a school, a self-study performed by school personnel and other factors. Other factors would include measurable items such as test scores and graduation and attendance rates. The evaluators would also consider effective teaching and parental and community involvement, factors that could not be measured, Jones said. The evaluation team should also take into account factors such as social and economic trademarks of a school district and the financial resources of a district, Jones said.

Accreditation would be offered in variable lengths, with schools performing well earning accreditation for longer periods of time than schools that need improvement, Jones said. truck, driven by Ratliff of Norman R1, were driving back to the county garage in Brownstown after hauling stone on Norman Road.
